The vita was marketed pretty horribly. It's superior to the 3DS in every possible way (including game library, while smaller it still has a very solid lineup of games that obliterate 3DS game quality), but the price point was a bit too high for general gamers. I'd say they were a tad ahead of the game. Parts weren't cheap enough to get the ball rolling. Even the 3DS was a failure until they dropped it, what, $100? Only problem is Sony couldn't really do that since the vita actually runs on more than a potato and some pennies.
The 3DS was also marketed heavily towards kids, and there's a lot of damn kids out there.
Poor sales = less games. It's a sad reality but it's not like the Vita is lacking. There's tons to play on it.
