Exactly as @alexander1970 said or the WiFi module could be fried and need replaced.
I had the exact issue Alexander described. My HDD was on top of the WiiU and it would not conect to the internet and my picture on the WiiU controler would fuck up every now and then. When I moved the hdd away from the WiiU everything worked perfectly.
