Why does bilinear filtering exist?

It literally makes the image/game/program uglier.

Because the idea of ugliness is subjective. The 3DS capture software I use offers filters, I too personally hate them, but my friend really prefers using them. To each their own.

Who likes filtering though? especially for old games

To give you that "retro" feeling would be my guess. At least in terms of emulation.

I like bilinear filtering for games that don't have 1:1 pixel ratios, it helps me not be distracted by the non-square pixels moving and shifting between sizes.
