That's interesting, I'm not sure I agree with that though. That makes it essentially legal for rich people to speed...
I'd definitely want some margin, maybe like 10MPH or so? The calibration on the cameras are unlikely to be perfect and it's definitely not perfect on the cars.
They are straight up illegal in Texas, you can see some old ones around from before they got banned but they are disabled.
Motorcycle drivers are much better, they tend to speed at a higher percentage and do stupid stuff like split lanes (only legal in California) and tend to get all mad when you signal to get over a lane and then they floor it so they are in the way when you're ¾ into the lane. Everyone needs to learn how to drive today.
It shouldn't be saving anything unless you actually violate the speed limits though. At least that's how I'd make the system work, it would save money on bandwidth, power usage and storage costs.
