Gaming Who should I contact?

Just a little while ago I got a HDD for my xbox. I was stoked to play the Catwoman DLC that came with my copy of Batman Arkham City until I tried to enter the code and it said that it had already been used even though I bought the game brand new. Who should I contact about this? Microsoft or the company that made the game?
