Yes it is. To make a copy of a game you own is leg all in most countries but if you sell the original copy you no longer own that title and your backup is now an illegal duplicate.

When my cfw ps3 still worked, I used to rent games from redbox and copy them with multiman. A free trial of gamefly helped build my collection too. Much more convenient than waiting for a 25gb+ torrent to download. :)
