They learn it by going to school and being on the internet 24/7 at the same time.

Having A LOT of experience with reverse engineering/memory addresses (the way the processor acesses certain memory parts etc.) usally does the trick.

Hex is just looking at data in base 16 instead of base 10... So like the number "16" is "10" in hex... and the number 15 is "F". Hex is not a computer language, it's just a convienent way to look at binary data (programs or offsets into data). Other conversions from decimal (base 10) to hex are:

    255 is FF
    1024 is 400
    16384 is 4000

Hex is usually written like $4000 -- again this is 16K, or 16384 in decimal.

You need to learn PowerPC assembly language.

I would imagine most people use dolphin for debugging as it's easier than using real hardware.

Lol. If you don't understand hex, you are nowhere near being ready to start learing how to do that. I think the 1st patch for NSMB used the official nintendo SDK AND disassembly to find the offset to patch. Without the SDK it would have been really complicated and required very good disassembly skills. The new method to fix NSMB inside the cIOS looks easier to me, as that requires just to add one ioctl with a fixed return value(for now). If somebody is able to modify a cIOS, he would have been able to add that himself. And the knowledge that an ioctl has to be added was most likely extracted from the SDK.

Anyways, where to learn that stuff? Learn C programming somewhere and then learn assembler somewhere. There are plenty ways to do so, the internet being one of them.

    It's not a single skill.

It's like you're asking how somebody knows how to make pancakes. It comes from a mix of a wide range of technical skills having to deal with the general subject of cooking/coding.
