I have an old 3ds with arm9loaderhax but I want to upgrade to a new 3ds for my birthday, which is about 2 weeks away. Where can I find a cheap european new 3ds with firmware version 10.3 or lower?

Is there any reason in particular it must be <=10.3?
If you have a9lh on an already setup 3DS, you could set up oothax or some other entry from your o3ds. And then use that to downgrade it.
