There aren't any exploits that work on firmware 9.3 or above. You can use a Sky3DS card on any firmware, but you won't be able to install cias - no dlc, homebrew, region free, among other things.

Inject ROMs into VC titles. There isn't another "full speed" option.
Fullspeed DS is only going to happen using a DS flashcart.
There's gbaemu4ds which will work on any DS-mode flashcart but it's far from perfect, sound quality is bad and not all games work. It is fullspeed though.
The DSTWO's GBA emulation is better.
Off-topic for a sec, but why the heck not just get a DS lite and a cheap R4 if all you want to do is play DS games and GBA games?
