They're not obligated to do any moderator tasks, but if they see something that obviously breaks the rules and no mods happen to be around at the time they can take care of it if needs be. They're not generally going around the forum taking care of reports or looking out for things to moderate, but if they see some guy posting ROMs or porn or being a jackass and no one else is around to remove them, they can do that if necessary.

What kind of self respecting outfit that skirts the edges of the law does not keep a few retired but otherwise tested and time served hardnuts around for "one last job" or some last minute backup?
You just described solid snake being pulled out of retirement. :P

They shouldn't still be given the power to lock or delete threads. As they are no longer staff, of course, they should report wrong doing but it's like saying a former Police Officer can still arrest someone.

Except being a moderator isn't a job, every single piece of staff and former staff are volunteers who choose to take the time out of their day to make this forum a better place. Former Staff, 99.999999999 times out of 100, are simply people who no longer have the time to dedicate to actively modding the forum but still may occasionally want to help. Given the size and scope of GBAtemp with the thousands of posts made everyday, why should we reject that occasional extra help? Better to have them there and not need them than to not have them when something goes down.

And it's not like they're here to abuse their powers, obviously they were trustworthy enough to keep them for an extended period of time, what suddenly makes them unqualified for those same powers when they decide they can't spend all day here? Nothing, because if they weren't trustworthy they wouldn't have those powers.
