I have a eur 3ds w/ AuReiNand and my eshop is acting weird. Downloads are terribly slow and once it *finally* gets to 100% an error appears. So I want to download update cias manually for ironfall and smash bros. What's the latest version that they both have?

have you tried updating outside of the eShop, as in pressing Y (or whatever button it is) to update the game when you get the prompt. This should download the update outside of the eShop. this will work for game updates, but you need to be on at least 10.X firmware.
