Hacking What's the difference between base cIOS's?

From my understanding, custom base IOS's like 249 and 250 should not matter, what should matter is what you installed onto them, such as 38, 38 merged with 37, etc.

Am I correct here? So a 249 using 38 should be the exact same as 250 using 38.

Those are actually called slots, not bases. A base IOS is what the cIOS is... well, based on (i.e.- IOS249 with IOS38 base).

IOS249 with an IOS38 base would indeed be identical to IOS250 with an IOS38 base, since they are from the same developer (and installer!). However, IOS222/223/224 is developed by Hermes, and is not interchangeable with Waninkoko's (or vice-versa) since they function differently in some ways.

You can have both installed, though.

You're right. 250, 249, 222,... are stub IOSes (A Stub IOS is an IOS that serves no purpose other than a placeholder. They are typically released by Nintendo in order to overwrite any existing version of an IOS and render it unusable for piracy or homebrew purposes. [WiiBrew])

And for the difference between 38, 37 and others, it's just that some functions/games need specific IOSes to function. By example, WiiSpeak needs IOS55, IOS57 contains the USB modules, ...
