    Can some knowledgeable soul please explain it to me? I see this used in preloader, softchip...

    Well it's just the IOS loading. It's called IOS reload, because the function inside libogc that loads an IOS is called: "IOS_ReloadIOS".

    IOS Reloading -

    Forces disc channel to load everything with cIOS249 (a
    Patched version of ios36 that enables loading backups)
    Doesn't work with cIOSCORP or games meant to run with
    ios36 like Rockband2 for instance, which requires IOS37.

    Say that in the 1st place!

    What you posted is what the option "IOS Reloading" in preloader does. Which is in short, load IOS249 for all games.
