Not possible. The OTP is locked down very early, even before A9LH loads on >2.1 firmwares.
However, you shouldn't need to dump it again, keep it where it's safe (it's a tiny files, upload it to the cloud, copy it on USB drives, even burn it to a CD if you want to, just be sure to not lose it
)

A way to boot into the gateway launcher.dat would be nice. Only 'cus I use it to rip my retailer carts and have thus far been able to load it through the homebrew channel.
Not possible. PSP firmware is just completely different. Basically it would require to rewrite all the firmware.
GW Launcher is closed-source. Not gonna happen.

It's just as safe to use updated SysNAND. Saving 2 gigabytes of space is an extra game and isn't dumb at all.
Another consideration is that all flash (SD cards and NAND alike) have a max write limit. It's much easier to replace an SD than the system NAND. SysNAND lasts significantly longer when primarily using EmuNAND.
This is unrelated to arm9loaderhax. You set up arm9loaderhax after dumping the OTP so once you set up arm9loaderhax you already have your OTP.
