What is the recommended PS2 DVD burning speed?

4x or as low as your burner.media can go. though, I think this isn't necessarily true. I don't know if anyone has actually done tests on this or if it's just what they say.

whatever your burner and media can do. The "burn slow" tips are just a myth. your burner is designed to burn at 40x, 48x or whatever speed it says and that's what it'll do best.
What is important, is that you use quality brand media and not just the "cheapest you can find."

You want the best compatibility for the drive, and the drive is quite picky. Burning slow makes darker pits, which are easier for the picky drive to pick up on. I've burned games fast and slow on the same media, and I found that burning at 4x is the sweet spot for me. 6x always ends up making coasters (failed burns), and 8x, 12x, and 16x fail to boot in the PS2. (Using Swap Magic 3.6 boot disc to enable backups to play)
