I recently sent my PS3 to a dude to have him downgrade, and on his page he says he can give me a copy of my bios if I request it. Is my hunch correct in that the bios is useless to the average person without an E3 flasher?

Yup it is, just incase you do happen to brick your console you might have a chance for recovery.. , most people keep all their backups when downgrading, never know when you might need to flash something again

Best to keep it, you can always get it restored if it gets bricked accidentally.
