I'm honestly curious. Any specific programs used ? Do you use the leaked sdk's that get thrown around to help make a homebrew ? Or is it simple with an engine like Unity to make these homebrews ? I always see a lot of releases and I know it's hard work, but I wanna know how much hard work. No I'm not gonna go out and try to write my own homebrew, I've just been really curious.

All serious homebrew devs that write "normal" 3DS apps (like 3DSX, CIA or 3DS but not stuff that runs on ARM9) use libctru/ ctrulib by smealum. It's bundled with devkit pro. Some devs (including me) also use sf2d lib for the gui.

There are serveral options for pc etc. The best way to start writing apps for the PC is probably C# with .NET/ Visual Studio.

Just start learning to program. Basically any language will do. Once you get a feel for programming, start figuring out how to do it for the 3ds.
