What exactly do the region switches mean?

Yes, I know that everyone always states "set it to the Wii's region," but region to what? The Wii's native region, or the region that I want it to work with? Because I have a spare Japanese Wii that I want to work with NTSC and PAL games and Japanese games as well. Of course, I can't set the switch combination to work with all 3, so I guess my original assumption that the switches need to be set to the Wii's native region was correct afterall.

And what's the point of switch numbers 3 and 4? It says we're not supposed to touch them, but is it because they are there for voltage reasons?
