Old 3DS's can use Gateway for those functions just fine.

I use my old 3ds to access the stuff, then transfer it to my new 3ds. I don't need to worry about system transfer because I did back when 9.5 was the firmware.
Currently NO ONE can do an emunand greater then 9.5 on the New 3DS because of the new encryption method that only New 3DS's have. Will it be broken? Do not know.

Which is why I've been considering buying Cubic Ninja for a while and I just ordered a copy from eBay the other day for €22
You can always downgrade emunand and inject it to system nand on the o3ds and system transfer to the n3ds and then make emunand out of that

How can I downgrade emunand from 9.7 to 9.2?
honestly man just use cia updates. It's safer and just as effective plus they are REALLY easy to find on that website that can't be named
Initially, I really didn't want to get a n3DS because of the complexity and risk of doing a system transfer without just a Gateway card. I really wanted my NNID on the new system but then I realized that there's really no point. According to nintendo.com the only things that you can't do without a NNID is post to Miiverse and download demos. Since you can get updates in .cia form you don't ever have to access the eshop anyway. And even on o3DS, when you access eshop all of your illegitimate DLC and themes are wiped anyway. Who needs it?
I have not done 9.7 to 9.2 but I have done 9.5 to 9.2. I just downloaded both from 3dnus and took the common files between 9.2 and 9.7. Then I used fbi to uninstall the files and then reinstall the old ones. For whatever reason this put me on 9.0 then I just did a rom update to 9.2.
