Well I have FBI on the Luma Dashboard. Installed it from the CIA from there. Do you think I need to do it from HBL?

Luma Dashboard? Do you mean ctrbootmanager or something like that? Just run Braindump from any Homebrew entrypoint. Example: browserhax, hbl cia launcher, and etc.

I'm talking about Luma3DS. When I load it it take me the the main 3DS Screen were you can go to the store, camrea and the browser. When I do to braindump, and scroll to the games. There are only showing the default stuff. Like MiiPlaza, the Health and Safty and things like that. Not showing any of the CIA's I installed.

Just run Braindump and it will show you a list of titles you want to choose. Are you sure it's there? I have no idea about that if you can't find it.

Run Braindump

You'll now get a list of titles and I'm going to choose FE:Fates for example (Note: I'm using Masher's HBL, but should be the same as smealum's

Other than that if you can't get it working, just follow Asia's guide for the .3ds
