imo underwater cameras are overrated. And that camera you linked looks kinda cheap

You could buy a good normal digital camera and buy a waterproof exterior separately, but that costs a fortune. I know my friend got a Sony one. The exterior it self cost about 250USD.

That was probably the heavy duty underwater enclosure, for up to 40 metres. You can get a cheaper one, for smaller depths. The Olympus u700 (mju 700), and the underwater enclosure for depths of up to 5 metres was around $40.
