Hacking WAD's not working

Does anyone have a suggestion as to why a particular WAD would work on one Wii but not the other? Both of the Wiis are from the same region and have had all the same tweaks applied to them. I have tried to uninstall and reinstall the WAD's in question but the still just start to a black screen.

One of them must be missing some IOSs.

Is the a program that will compare?

There should be one called Title Lister or something. Not sure about the name. It will list all the IOSs installed in the Wii.
