Hacking Vita asks to format but fails to do so

when i boot up the system it asks to format the sd card but when i click format, it gives me an error code (C1-2755-9). I've tried formatting on my computer after backing up the sd card but it's not working...
does anyone know how to fix this issue?

When this happened for the first time to me, I just formatted the console (while also formating SD) and that worked for me.

I formatted the sdcard many times but it never works... i've used zzblank on the sdcard aswell. and i cant format using the console because it gives an error message. or are you talking about a different process when you say formatting the console?

Oh. Well, maybe format it via diskpart (google it and how to use it) and then try flashing it.

Sadly it didn't work... Any other options?
Also i tried using an official sony memory card and it's in some sort of format loop...
i would format the sony card then it would reboot and ask to format the sony card again...
