Here's an old PSP application. Should work with VHBL but never tried it.

Sadly it exits after the second attempt from Fillzilla with error C1-2858-3. Also tried the version from the site linked on wololo for the program (http://web.archive.org/web/20101130082207/http://psp-homebrew.eu/version.php?download&id=2183). Same result.

are you installing it with FTP? Because I found the EBOOT.PBP file didn't copy correctly in that scenario. Maybe try PSP save + INSTALL.ZIP.
