Just tested your payload and all it seemed to do was make the home menu look crazy. There was no change at all in the VC game.

I'm on 10.1 O3DS. It crashed the system (an error has occured, white dialog box on home screen, the system restarted kind, not hard crash) so I couldn't check the VC game.
I know I'm doing the steps right because I used to VC inject back in the 9.5 semi-masterrace days. Will keep trying.

Yes there are, at least on the US eShop. There are several:

1. 3D Altered Beast
2. 3D Ecco the Dolphin
3. 3D Shinobi III
4. 3D Sonic The Hedgehog
5. 3D Streets of Rage

...Though, I didn't think an injection was possible with this subset of ports, considering how specialized the Genesis ports already were (Multiple regions, different game modes for SoR2 and Gunstar Heroes, ROM-hacked Sonic 1, etc...), I imagine they load specific ROMs?
I guess kudos then to M2... but I kinda doubt injection for these would work.
