I have never played this game, but when I play KOF: Flames of Courage for Wii, whenever I duck the computer ducks too. So I just get the upper hand, and duck to stall.

Additionally, see if you can do an infinite combo. On KOF Flames of Courage, for example, Kyu can do his double-kick. The CPU usually blocks the first hit, but NEVER block the second.
But maybe that's just bad AI on the fan-game's part.
