Homebrew Use Luma Game Patches on Citra?

Hello! I've been trying to get the fire emblem awakening gay hack into a decrypted rom to play it, and this thread has helped me out a lot, but I've run into a roadblock. When I try to rebuild the file with the edited romfs, the resulting 3ds file shows up with 0kbs and isn't recognised by citra. Could you give me any advice to fix this?

I don't know if this is the place to ask this, but I'm having trouble installing a patch into fire emblem fates.
There are lunar ips files and .bin files and I don't know how to install the ips files without crashing citra trying to run the patched game.
I can't send a link to the patch but it's a patch that allows Flora to join you earlier in the game. It is made by unassumingvenusaur.

1. Download BatchLZ77
2. Download LunarIPS
3. go to ExtractedRomFS/GameData
4. use BatchLZ77 to decompress GameData.bin.lz
5. Use LunarIPS to patch FloraEarlyGameData.ips onto GameData.bin.lz.decompressed
6. Use BatchLZ77 to recompress GameData.bin.lz.decompressed
7. rename GameData.bin.lz.decompressed.recompressed to GameData.bin.lz
8. return GameData.bin.lz to ExtractedRomFS/GameData
9. move the contents of the No Swap folder to ExtractedRomFS
10. Rebuild the .3ds using HackingToolkit3DS
