it is. it's not like it has a built-in GPS that bricks the system if you want to play it out of its region.
if you mean you want to play EUR games on it, you'll have to install CFW to make it region-free. http://3ds.guide
you can access the eshop anywhere in the world, just it will only connect you to your original regions eshop.

I think a few of the early systems could benefit from that, at least up to the 8 bit generation, by the 16 bit generation I think TVs had gotten a lot better in almost every way
