How much do you know about ROM hacking? Undubbing a GBA game isn't quite as simple as undubbing a DS game; you can't just open up the GBA ROMs and swap some files around, GBA ROMs are pretty much a jumbled mess of code and data.

As Vague Rant said such a thing is very difficult as there is no file system.

It would probably be easier to translate the Japanese version (it is only 128Mbit too) by backporting the script but there has been some work done on a GBA sound format:

Note it is common but far from the level SDAT has reached on the DS and Riviera uses voice samples and various other methods which lead me to believe it probably is not the common format, still worth mentioning though.
