I don't think there's such a thing as deleted members, and banned members are just put into a usergroup that doesn't have any access...
Maybe it's a bug.

the member ID increments every time a user registers.
so yes, there have been deleted members, and banned members.

Of course there are deleted members.

If I recount the amount of members with the Member list I get a little over 3000 more than the board index says.

Of course there are. ScuberSteve, another one I saw the other day that I've forgotten the name of, and some members that have had all trace of them removed entirely, like CA519705950's account (before making a new one, and has changed name again, this time to tempolito32).
