I think it is. Try doing it and find out, there are several methods to connect to an alternate server in ds. It seems like some people can´t make that method work but if you search in the internet you will find alternatives like patching the rom and then connecting to a specific dns.

nds-constrain't is fairly recent, so yeah, it's still a thing.
You've been able to use patches or action replay codes to do the same thing for a while though, as Lillith said.
