Misc Two 3ds's can't connect to Wifi even with wps button

I have two 3ds's "11.3 and 11.2" that i haven't set up wifi for yet, and they both can see my wifi connection but when i press the WPS button or after i input my password, they don't connect.. I have no idea whats going on since i have connected other 3ds's on 11.2/3 software, maybe Nintendo has blocked old versions? or a router problem
