GCN Trying to use AR to WIIRD converter

I'm trying to convert Action Replay codes using GCNcrypt to get the raw code and then use this http://dlevere1.proboards.com/thread/488/gcn-wiird-code-type-converter to get the Gecko codes for Fire Emblem path of Radiance. However when I try to extract the file I linked, I do not get an application I can use. I know it's supposed to be a jar file, but I see nothing like it in the folder it's in. I downloaded Java, but I'm not sure if it's the right one.

If anyone can help me find out how to us the AR to WIIRD, or can just convert these codes to Gecko format, I'd greatly appreciate it.
