Hacking Trying to resolution hack Ys Memories of Celceta... But I have some problems

So currently I am trying to resolution hack Ys Memories of Celceta using this guide:

As the X and Y resolution seem no to be not used as variables but constants (can't find the hex vlues in the eboot) the guide points to the prxtool. Trying to go by this guide results in the exe throwing an error:

"The program can't start because libgcc_s_seh-1.dll is missing from your computer."

Does anyone have experience with this?

    If your throat closes, putting oxygen in your mouth will not solve anything - as you will be introducing oxygen prior to the area of obstruction
