If you are blocking the updates then it will show update failed to download there's no updates if you want to access the eShop run NNU Patcher. If you are having trouble downloading an app from the eShop while you're Wii U is on unplug it from the back leaving for 10 seconds and then plug it back in and you should be able to download the app from the store
