Switched from a solstice to a galaxy 5, my at&t sim card won't work. Called 611 and talked to a representative, she told me that it wasn't an at&t phone. Need to know how to jail break it or what the best provider is for unlimited text, talk, and data.

You don't jailbreak Android devices, you root/unlock them.

You'll need to search around Google or something for a way to unlock your phone, as XDA-Developers has nothing on it. Once you unlock it, the SIM card should just work in the phone.

You don't Jail break a android phone :P
    It's called "root" or "rooting"

Anyway just use this program to root your phone:
    http://shortfuse.org/?page_id=2

Not real guide needed, just plug in your phone and make sure you have the usb drivers installed for the phone.

Then run One click root and press "root" button.

Rooting doesn't unlock the phone. He needs to unlock it in order to use other carriers with his phone.

Ah! It's the end of the world? I try to look for information around the globe! I search in libraries, caves, pyramids, sacred caverns, and even the universe! But then I found this amazing contraption that allows to simulate characters onto a magical mirror. I found a colorful list of characters and try to speak to the magical mirror. For some magical reason, this came out: http://gadgetmonkeys.net/2011/02/how-to-unlock-the-samsung-galaxy-5-and-upgrade-it-to-android-2-2/. I wonder what this magical character do?

The Galaxy 5 is also known as samsung i5500, and there is at least one thread on xda-dev to unlock it/root it.

OK, So assuming for a minute that unlocking is out of the question, which providers cover it and which one would be the best to go with?

Ask whoever sold it to you (if you still have their contact info) what carrier the phone was on beforehand.
Even then its a GSM phone you will be able to find an unlock code somewhere to do it. Either buying it from the previous carrier, buying it from 3rd party or going the hacky way and finding the code in the phone's firmware via ADB tools (detailed here http://forum.xda-developers.com/showthread.php?t=1335548)
