But I'm having some trouble. I followed the guide exactly. But I keep getting this error that says failed to download payload.

I'm so disgusted. My 3ds already has cfw on it. All I want to do is install gba cia onto the sysnand, so I can play a few gba games. Which I can't do since I need an entry point into homebrew launcher from the sysnand in order to make install the gba cias. Sigh.

What CFW are you using? I think most CFWs come with an option to boot into Sysnand with sig patches checked, so you can install cias.

I'm using rxtools. I followed this guide.

How are you even booting into rxTools if you can't get to the Homebrew Menu?

Do you have a CIA manager on sysnand? If not, inject one into the H&S app. rxTools can help you do that and so can Decrypt9. Then once you've got FBI, install the homebrewlauncher-loader CIA to sysnand.
