it typically means simply that it has not been proven in a court of law - and so people are hesitant to say it - lest they be sued for libel

For the tariffs I'll even go mid way and say that IF he puts in crazy tariffs but also eliminates income tax, that could potentially balance out. Not so much for younger people, but for people with decent paychecks, a bit more.
