Are you serious?
It's for cleaning the cartridge, first one being with the official Cleaning Kit and the second with a cotton swab.

EDIT: If you are serious, it says to use the Cleaning Kit (DMG-08) and rub in the direction of the arrows 5-10 times. That or use a cotton swab/bud. Don't use alcohol or benzine thinners.

It's a "cleaning thing". That's part of the official GB cleaning kit (that as far as I know they only sold in Japan). Picture labels it as a cleaning stick and cleaning "wiper". The kit also included a cleaning cartridge and a card thing.
