The GBA did not have a touch screen so I am guessing you are wanting such a list for games to play on a phone that are OK with fat fingers and latency/accuracy issues associated with such input methods.

To that end most things with a real time element that matters are out. I don't know what I would do for medabots which has a racing section in an otherwise good pokemon clone type game. Advance wars is a good bet for such a thing too. A surprising amount of the GBA library is eliminated with these restrictions as well.
Maybe have a look for disabled gamers forums/wikis/game lists as games that lack reaction components are a fair big part of things there and will probably line up with what you seek here.

Fire Emblem would play fine on a touch screen.

Any of the GBA Pokemon or Final Fantasy titles are easy enough to play with touch screen controls.

Any game works well when they don't require precise timing. RPGs play really well on touch screen.
