You might not get a notification or new mail when you first load Letter Box, but you can force new mail to come through by selecting "Send & Receive" through the menu button in the corner.

They've also sent out a message by Nintendo Newsletter email.

You also made one mistake. It's Central European Summer Time or Central European Daylight Saving Time but not Central European Saving Time.
