Does it have smooth framerate?

no, it is everything but smooth and it is no fun imho;
old gba tony games in good old iso-2d were much more fun and looked like 100times better.
for me this gba version is just crap;

I still love my GBA (micro) much more than my ds-lite and can't wait for ff5 and ff6!
