    Try scanning that with a NA 3DS and a JP 3DS. Only the JP 3DS will work.

    No, I've scanned tons of Japanese QR Codes and the Mii registered just fine.

    Only this QR Code is region-locked.

    I really hate nintendo for the region lock in games, now they do the same with miis? That's not fair!

    Also I'll let region lock games slip, but even download play (I believe) is region locked.

    yeah, if it's a special golden pants Mii, then I'm sure they'd want it to go only to it's intended audience-Japan

    About the region lock games and download play?

    A little I guess. Just because it really effect some people.Doesn't effect me at all.

    I've scanned some JP Miis though?

    Like Mario, and Luigi, Wario, etc.

    Heh this works fine, even on my EU 3ds! So only some codes are region locked, thats ok then.

    I've used plenty of Japanese Mii's - if there are any that are region locked, I haven't come across any. And I've scanned most of the special edition ones, too. The Jill one is awesome. You can't double receive special Mii's though - I've tried scanning the Jill one twice and it gives me the "You cannot receive this Mii" message.

    As SonicXXX suggested, it's due to it being a 'golden-trousered' Mii as part of a special promotion. These apparently are region locked. I saw it on some other blog somewhere.

    Jill isn't, and she has golden pants. I have an American 3DS and I have the Jill Mii.

    Personally I think region locking is the ultimate dip-shit move.

    Unless you're willing to release EVERY game you release in Japan in every other region, then you should never region lock. And then, there's no reason for it anyway.
