I actually use a shitty Chinese eBay USB cable that I bought for €1, along with my 2A Nexus 4 USB charger, and it charges quickly even if I am playing while it is charging.

I have a cable like that. As soon as I bought it, it didn't charge my 3DS properly so I hooked it up to my voltmeter. It wasn't quite that bad, but it was still really bad. Every connection in the cable had terrible resistance. They probably used the cheapest, low-grade, copper they could find, if not some lead. Long story short, don't buy a 3DS USB cable from GEN.Actually cables with too high resistivity should be a problem as there would be a big voltage drop that should translate to power dissipation in the form of heat.
Anyway, my €1 Chinese cables don't get hot and my 3DS XL charges full in around 3h with both the original charger and cheap-ass USB cables.
The quality of the cables is bad anyway as they break easily (if you treat them roughly they just snap).
For a USB cable to limit current to 500mA it should have 10Ohm resistance, and that is not really believable even for a PoS conductor.
I don't know if you have experience with this type of cables, but I haven't had charging time problems.
I think there is a myth being carried in this thread. I find it more plausible that you got very bad cables that snapped off internally, so they don't charge at all.
