In Chinese legend, when carps jumps over the longmenshan (located on yellow river) meaning dragon gate mountain (in real life they jump out of water in huge quantity as in millions around the area continuously for 2 to 3 days before laying eggs and the behavior is likely due to arousal) it ascends into a dragon (much more serpentine and levitate instead of flying unlike its bat like counterpart, best example would be Rayquaza), which the end result is Gyarados. Biggest difference is that the lore dragon was supposed to have claws and dragon type.
