His friend is on sysNAND. Jackus was testing to see if the browser was blocked for him on his own 10.3 emuNAND.

Alright, that rules out trying the "race attack" then (where you'd boot the New 3DS and go to the browser as quickly as humanly possible before everything's loaded, which, for some reason, let people bypass the update nag on 10.1, iirc).
