Homebrew Terraria -- 1.3?

Is it possible to hack 1.3 and maybe even higher into Terraria for the 3DS?
Even if it has to be the New model, I'm sure the console could handle some new items and such. Also, is it possible to get PC mods into the game?
If these things do not work, can someone be so kind as to explain to an idiot why? Thanks in advance for any answers.

Not feasibly, no.
The ports are likely a decent bit different to where it isn't just a drag and drop effort, and it may be possible, but it's too much work and too little payoff for anyone to do.
