Translation documents where someone transcribes the thing are often tricky to use in ROM hack translations -- chances are it will not have any info on the pointers, markup, placeholders and whatever else stored in it. The would be hacker then gets to reformat everything accordingly and in previous cases where such things were tried it often ends up easier to retranslate it.
