Hacking System transfer JAP-US Emunand to US Emunand?

I have a Japanese N3DS region changed to US Reinand Emunand.

I ordered the N3DS Fire Emblem Fates.

In the event that its possible to put Reinand Emunand on it, is it possible to system transfer my Region Changed Emunand US to Original US?

I hope that wasnt too confusing.

since I need system transfer on firmwares above 11.0

You can't system transfer between region changed consoles or emuNANDs.

I'm pretty sure region changed consoles and emuNANDs are banned (or can't use) from anything relating to Nintendo's servers, such as system transfers. No one has successfully system transferred to or from a region changed console/emuNAND.
