You can update your Sysnand with a legit card. Cooking Mama EU has 9.2 and the equivalent for US would be Super Smash bros (there is a new version). As alternative you can use a Sky3DS for everything but its cheaper to lend/buy one of the games.
I would go straight to a 9.2 fw. I had no problems so far. Im not sure if the Settings-Exploit does work for O3DS. But like I mentioned before, check if the browser-exploit works for you. If not, you have to install a exploitable browser onto Ssysnand first. The gamecard updates don't update the browser.
If you mess up somehow and the browser exploit won't work after updating, you can still borrow/buy zelda ocarina of time to reinstall the browser. (make sure you have access to the gw-menu on a 2nd 3DS to inject the hacked save.)
You see you have plenty of options. Just don't touch the update button in the settings app.
